Can a packet capture be done using the CLI to be done only on a certain host IP address. I mean can the typical command tcpdump be used from the CLI, if yes, is there a shell that needs to be accessed for this?

Yes, you can use tcpdump by going to expert mode from CLI

#set expertmode on
# tcpdump

how to stop tcpdump in infoblox expert mode? 

control+C didn't work.
