may I know if the current workflow in Infoblox plugin for vRA can handle concurrent request?
we encountered concurrency issue when Infoblox provides same IP addresses to different VMs

This actually is not a functionality of the plugin but with NIOS. Since an IP is available until it is used, it is possible for multiple users to see the same IP upon concurrent requests. As of NIOS version 6.10.5, enhancements were made to better accommodate this use case.
From the 6.10.5 Release Notes:
Next Available IP Enhancements This release adds the following enhancements for the Next Available IP functionality:
• When multiple users simultaneously request for the next available IP address, only the user who first saves the configuration gets the IP address. Other users can request another IP address or enter a new one.
• To avoid IP address conflicts, the appliance validates the next available IP address to ensure that it is not used for other objects or associated with another operation, such as a scheduled task or an approval workflow.

Thanks Tony. Actually we are using 8.x so it does include this features. "only the user who first saves the configuration gets the IP address" is this on the vRA side? Is it who ever submits a request first? From the Catalog we just submits a request and it will just be handled through API.

If I remember it correctly running in the early 8.x we didn't have that issue spinning up 3 vm's. probably your issue is within vRA?
