There is no api for the smart folders.

But, depending on how the smart folders are created, you could use the same search conditions to return the same objects with the WAPI. (e.g. network where Site=DR & region=West )

The PERL API does support the 'Infoblox::Grid::GlobalSmartFolder' object, so if you want to do down that path you could use that API to get the search criteria from the smart folder, then make the WAPI call.
