This is disabled by default and used nearly exclusively in service provider environments and not traditional customers.

Lock a zone as in deny clients or other servers from updating? Yes. In the DNS settings you can set "Allow Updates from" to "Deny All"

Look into cloud network automation / infoblox cloud platform. This will allow you to make API calls to reserve networks and update information via cloud infra to a cloud member.
