WAPI call to next available IP address

Hello,

I have a testuser who is not "Super user" but I have provided all the required WAPI user permissions as mentioned in the below image

But when I call

POST :https://ipman/wapi/v2.6.1/network/ZG5zLm5ldHdvcmskMTQ5LjIwMy4yLjAvMjQvMA:149.203.2.0/24/default?_function=next_available_ip&num=1

It shows the error as follows :

Where I have gone wrong?
