I have an Infoblox instance which can't reach the external Internet.  I wish to download the ADP ruleset from ts.infoblox.com and manually install the rules.  Is this possble?

Yes you can download the ruleset file from https://support.infoblox.com -> Downloads -> NIOS Threat Protection -> ADP Ruleset - Data File
