KSK Rollover Fails

Has anyone ever ran into the issue below when attempting to rollover the key signing key? We have been attempting to rollover the key for several days now (have tried doing it manually & scheduling it) and it fails with this error every time.

The attached image is not showing up for me. Maybe type out the error message text? Or if this is a crucial task, contact Infoblox support.
