next_available_ip function behavior

Does the next_available_ip function skip IPs that have a status of "Used" by either a IPv4 Reservation or Discovery scan?

Where can I find more information on what the function does?

according to my experience, next_available_ip function will skip the occupied IPs.

I'm not quite clear about the DHCP part.
