DHCP fail with Surface Pro

Testing a new BloxOne install and DHCP does not work for any of our Surface Pro laptops, either docked or using an ethernet dongle unless we change the default physical mac address. If we change the mac to any other random address the device will pull an IP. Same vlan, any other wired device works fine. I am looking all over for similar issues and have not found it yet. On the old DHCP servers (Windows-based) we don't see this problem at all. 

Just wondering if anyone else has seen this and if so have you found a fix?
