Why below logs have ca_certificate_issuer is set as a "NULL"?

In account creation where ca comes in a picture?

All account creation have this kind of ca values?

That is mostly related to certificate based two-factor authentication settings for local users using mechanisms such as OCSP with CAC and PIV cards etcetera.

If you edit the user and navigate to the Advanced section of the General sidetab, you will find certificate authentication there.
