DHCP clients not picking up new leases when moving to different VLAN

When we move a Ubuntu PC from one VLAN to another it does not get a new IP address until the lease on the previous network expires or we manually delete the lease from the DHCP server.

The leases on one of the VLANs are floating and on the other network are statically assigned to fixed IP addresses.
