Forward Zone with multiple forwarders

Hi,

 

Can someone furnish me about  the behavior of member NIOS in terms of forward zone configuration with multiple forwarders?

 

My understanding is member will query starting with the first server on the list because I can see UP and DOWN arrow when you are adding forwarders. But per my testing it is random, can someone help? thanks in advance
