Hostnames within specific subnet ranges and with a specific start to their name

Hi, I am new to reports and can see that there are a lot of examples of creating reports where you do not need write access.

I have a specific requirement to create a report which will list all of the hostnames within subnets starting with 28.*.*.* and also have names starting with the letter 'V', in a specific DNS zone.The information I need out of this is the hostname, the Ip address and the MAC address.

I could use some help in putting this together.
